How are funds generated through the LEA billing option being spent at your site and who makes the determination?

If a site has new administrative staff who feel that funds from the LEA billing option should go the Special Ed staff who generate them as a way to reduce the amount that Special Ed encroaches on the general fund. Administration knows that is what the legislation states, but they need more convincing. How could a Healthy Start Coordinator make a convincing argument to use the funds for Healthy Start support services?
